As you are aware, HB 1 of the 128th General Assembly created the Budget Planning and Management Commission (BPMC). This bi-partisan, 6 member commission was required by law to complete a study and make recommendations to provide relief to the state during the current fiscal and economic period.
The Budget Planning and Management Commission met four times and considered testimony from several interested parties, national and state organizations. As a result of these meetings, the attached reports provide options for balancing the states FY 12-FY 13 budget. Although the reports are largely in agreement there were areas in each where a consensus could not be reached. Therefore, in the interest of expediting the release of the commission’s findings so that they may be of assistance to those parties working on solutions for the next biennium budget, attached are both the drafts, one produced by the Senate majority and House minority members on November 30th and the one produced by the House majority and the Senate minority members on December 8th.
As Ohio continues to face tough economic times, we hope the following reports will provide assistance in the next biennial budget process.
